Thought I would attempt my own version of the Arceus symbol meaning. There's a deeper explanation below and feel free to ask any questions
The centre is Arceus with the Origin Forms for Dialga, Palkia and Giratina. Lore wise the strongest forms of those three and the original forms of them before being weakened later on.
The next ring has Groudon, Kyogre and Rayquaza, in charge of land, sea and sky. Groudon and Kyogre use their primal forms as again, they're considered the original forms, Rayquaza uses the mega design more to match them than any particular lore reason as lore states Rayquaza doesn't mega evolve until humanity has been around for a good long while.
Then there's the lake trio, Azelf, Mespirit and Uxie. With Knowledge, Emotion and Willpower
Then there's Ho-oh, Lugia and Regigigas, each with three guardian Pokémon. The birds for Lugia, Beasts for Ho-oh and Golems for Regigigas (I imagine Regidrago and Regieleki as kinda…failed golems that were sealed away)
The circle before has Pokémon deemed guardians, sometimes assisting the respective Titan. Tornadus, Thunderus and Landorus for Rayquaza, Xerneas, Yveltal and Zygarde for Groudon and Latias, Latios and the original Unova dragon for Kyogre.
Lastly the other features mythicals, typically deemed to maintain a smaller aspect. Mew for life, Celebi for time flow, Jirachi for wishes, Shaymin for nature, Cresselia for Dreams and Darkrai for nightmares.
Also included in that but slightly above would be Ho-oh, Lugia and Regigigas. Ho-oh maintains the winds, Lugia the Ocean currents and Regigigas the continental drift

Nowhere has Pokemon more clearly represented the two sides of the Legendary Pokemon coin than in Scarlet and Violet's DLC
A) The powerful hero of legend, renowned for strength and skill but nothing altogether godly or magical

B) The mythical beast containing unknown powers often beyond human comprehension and trapped in a mortal body with definable skills

You guys think I'm joking, but these are literally the two defining classes of Legendary since the very beginning, Gens 1 and 2.
Gen 1 had Articuno, Zapdos, and Moltres, three Pokemon famous for being Strong but not really having any specific ties to anything crazy.

And then they had Mewtwo, a mysterious and terrifying beast made from man's folly, a skilled brawler and psionic force, but definitely not any sort of biblical or deific being, more like a cryptid.

And then in Gen 2, completely opposite to Gen 1, Entei, Raikou, and Suicune are these famous land-wide beasts capable of summoning volcanos from the ground and purify waters with a touch, like gods made manifest.

And lastly, the legendary duo for this game, Ho-Oh and Lugia, are immense creatures that blot out the sun, casting massive hurricanes and resting in the deep sea or dispensing everlasting happiness and reviving those who are struck by tragedy, like biblical figures given flesh (and wings).

All I'm trying to say is:
My favorite trend in Pokemon is when they cover both sides of the legendary spectrum, the magical creature beyond a mortal's capabilities and the fantastical warrior performing at the zenith of their phylogeny's capabilities.

Turns out the Latis are just Pseudolegends (L), and so is Gyarados (W). I already consider the Latis tied to the tides, which fits them being under Kyogre, who represents the sea.
The Regis, the Legendary Beasts, and the Legendary Birds are subservient to their Trio Masters; I already consider them demigods.
I don't consider Celebi, Deoxys, or Jirachi on Mew's level; I consider Mew an outright deity, Celebi and Jirachi demigods (Celebi is a timetrucker working for Dialga, and Jirachi is mostly just kinda there (I think it rings in the New Millenium)), and Deoxys just an alien.
Apparently, Ho-Oh is related to mind, Lugia to will, and Regigigas to emotion.
Cresselia, Darkrai, Heatran, Manaphy, Phione, and Giratina are conspicuously absent. Mewtwo isn't here either, but probably just because it's a genetically modified Mew and technically not its own species.
Birthly and Smilay - Cresselia and Darkrai? (Though Cresselia is a Legend, not a Myth). This would fit them being under Rayquaza, who represents the sky, as they're tied to the Moon.
Dahabu, Saan, or Gordon - Heatran? (This would downgrade it to Pseudolegend status like the Latis.) Heatran would fit under Groudon, who represents the ground, as it's tied to volcanoes.
Manaphy and Phione would only fit under Kyogre, as they're both tied to the sea, but all slots are full there.
Giratina would only fit in the center, with Palkia, Dialga, and Arceus. It's presumably the extra one in the final version used in HGSS:

Pokemon Headcanons: Kris
Full name: Kristine Mariner
Age (at time of becoming a Pokemon Trainer): 11 years
She is originally from a small coastal town, where her father Silas worked as a sea captain. However, when Kris was seven, Silas's ship went down near the Whirl Islands.
A few weeks after Silas died at sea, the two living members of the Mariner family-- Kris and her mother-- moved to New Bark Town.
Kris spent a lot of time visiting Professor Elm's lab and reading up on Pokemon behavior, and took a particular interest in water-type Pokemon. However, the trauma of losing her father left her afraid to set foot or boat near the ocean.
Over the next few years, Kris befriends two other children in New Bark: Ethan Hibiki and Lyra Koto.
At age 11, Kris chooses a female Totodile as her first partner Pokemon, and names her Eudora (after her great-grandmother). She starts her Pokemon Journey about a year before Ethan and Lyra start theirs.
...
Kris never completed the Johto Gym Challenge (she got as far as Ecruteak, but that was where she stopped).
While in Ecruteak City, Kris learns about the story of the Burned Tower and the Legendary Beasts. It's here where she meets and eventually befriends Eusine.* Cue found family adventuring shenanigans.
*In my HC's his full name is Eusine Aquilon. ("Aquilon" is derived from the Roman name for Boreas, the god of the north wind.)
Notes:
Kris is fully aware of how ironic it is that her last name is "Mariner" and that she's afraid to go into the ocean. (The fact that she's descended from a long line of sea captains adds to the irony.)
However, she's still a very good swimmer (the best out of the New Bark kids, as a matter of fact).
Loves going on adventures, and doesn't like to be cooped up in one spot for very long. This may be why she and Eusine get along so well.
Lyra has a crush on her, although Kris is a bit oblivious. (The truth is, she has a crush on Lyra too, but she's too busy researching Pokemon to worry about her love life.)
Has a bit of a grudge against Lugia, the so-called "Guardian of the Sea." (If that Pokemon really is a sea deity, why couldn't it have protected her father?)

All of her Pokemon on her main team get their names from Greek mythology, and all except Glaucus the Noctowl are female.
Sees Eusine as a combination father figure/elder brother figure.
Kris received her Mantine (the final member of her team) as a gift from him.)
Grew up hearing stories about Legendary Pokemon of Johto, and believed them to be like gods-- with control over the sea, the seasons, the weather, and every part of the natural world. It was a huge shock for her to realize that those Pokemon weren't as all-powerful as she thought.
I like to think that she does eventually encounter Lugia and make peace with it some years later, after realizing her father's death wasn't Lugia's fault.
Knows (almost) everything there is to know about Pokemon, and will infodump your ears off if you let her.
Other than swimming, her favorite sports are cycling, jogging, and baseball.

His left shoulder blade has Lugia under the R.
The R is a scar, a sort of symbol of loyalty/method of identification that high-ranking Rocket members are branded with. Usually, it's done on the left shoulder blade (Archer is an exception to this. His R is on the right side of his chest). Proton got a red outline tattooed around it, to emphasize the R.
Lugia symbolizes power and regret, as well as being a popular tattoo in Johto. Proton likely won't explain his own reasoning for choosing to put Lugia under the R. He'll most likely brush it off and just say that it's because it's one of Johto's sacred pokemon, and the placement looked neat. It represents immense power and a fear of one's strength. Lugia hides under the seas to protect others from itself.

On the front of his left shoulder, on his breast, is Ho-Oh.
Ho-Oh symbolizes life, perseverance, and rebirth, as well as being a popular tattoo in Johto. Proton got it to represent his own "rebirth" after he joined Rocket, and to match Lugia. Ho-Oh brought the Legendary beasts from the dead, and similarly, Proton (Or 'Lance') got a second chance at life. Though he wouldn't admit it, it also represents his hope for a life away from Rocket. Ho-Oh is the pokemon of new life.

On his abdomen (both front and back, though I only put the front branch here) Proton has branches of cherry blossoms. They connect on his hip. The branch going across his front has a knife cutting between two of the branches.
Cherry Blossoms represent the brevity of life, rebirth, and the warrior's life. Short but beautiful. The knife is there both to add to this imagery, and also because Proton likes knives.
Welp.
I am genuinely very proud of myself for this. Figuring out the specifics was so very painful, but I think it was worth it. I did a bunch of impromptu research on tattoo design and placement, so if you want a tattoo hit me up B) (That is a joke).
Also I just want to say that for once in my life I actually organized and named ALL of my layers. I'm proud of myself for that too.

Have a feeling in that poke beast! au that Team Rocket rarely tries to capture Pikachu anymore, not when Meowth translated all the disturbing and frightening words from the said pokemon
I was debating on having Pikachu’s big it moment being either Ash and him falling off of Lugia and into the freezing cold sea or somehow Pikachu remembers Mewtwo and the New Island. It’s either one of the two so this has started very early. Kinda going off Pikachu and Ash’s still new-ish friendship but not really, it’s a stepping stone with other possible things.

Depictions of the Leviathan have been stated to vary. 
A Lugia who has endured and survived the trials and tribulations. 
A creature who is equally at home in the skies as it is in the sea. The single wing does not hamper it as it has been shown to exhibit abnormally high psychic prowess, capable of manifesting a wing to use and maneuver with. 
Those who have attempted to hunt down the beast have met an unfortunate end. The very few who survived depicted the Leviathan as a Lugia with no song. Only roars of rage.
Johto and Kanto delegates, for now, have agreed to leave the Leviathan alone in peace, its home resting upon both regions' borders.

Farewell to You, ch 1
"Do not disturb the harmony of fire, ice or lightning, lest these titans wreak destruction upon the world they clash. Though the water's great guardian will arise to quell the fighting, alone its song will fail, lest the earth shall turn to ash. O Chosen One, into thy hands, bring together all three. Their treasures combined tame the Beast of the Sea."
A girl, around 17 years old, was remembering that prophecy. She was wearing a black tank top with some blue jeans and white slippers. At first, she found it silly. She thought it was just a legend, a story. But she was quickly proven wrong.
"Melody?"
Melody turned, hearing her boyfriend calling for her. There was Rudy. He is 18 years old now. Melody had earned the heart of the young gym leader.
He asked, "What are you doing here again?"
Melody honestly answered, "Just going down memory lane."
Rudy questioned, "You worried about the parties coming up in Pallet Town?" When she didn't respond, the gym leader knew that he had his answer. He added, "I know you had a thing for Ash and I had a thing for Misty but it is time to move on."
Melody waved her hands in front of her, "I wasn't arguing that but I can't shake this feeling that something is coming."
Rudy thought for a moment before he replied, "Well, if something is coming, I'm protecting you."
Melody slightly teased, "You sure I won't be the one protecting you?"
To that, Rudy could only laugh. It was at this point, Mahri had found them. She is 14 years old now.
Mahri told them, "You two coming or not, big brother?"
Rudy replied, "Don't worry, Mahri. We're coming." He then turned to Melody, offering his hand. He teased, "May I escort you to the airport, me lady?"
Melody rolled her eyes but took his hand, lacing their fingers. "You are so lucky you're handsome."
To that, Rudy laughed more. With that, they walked off, Mahri right behind them.
Mahri turned to Melody and asked, "So why were you down at the shrine again?"
Before Rudy could shoo her away, Melody looked at Mahri. She admitted, "I just have a bad feeling."
Mahri understood that as she just nodded. She stated, "Well, look at the bright side, at least the legendary birds don't live around here anymore."
To that, Melody was grateful. Lugia had arisen from the deepest of the ocean to tell Articuno, Zapdos, and Moltres to leave the area. It didn't want another fight to break out between the legendary birds and it would be safer for them to just leave the area. So that's what they did. No one knew where the birds were now, except Slowking and Lugia. Melody never asked either of them where they went as she didn't think it was important...
"Melody?"
The musician perked up. She saw that Rudy and Mahri were looking at her with concern. Apparently the three of them had made it to the airport.
She apologized, "Sorry, just on edge."
Rudy reassured, "Don't be sorry, you're leaving this island for the first time in a long time. There's nothing to be sorry for."
Mahri replied, "Big bro is right. We should get to Pallet Town and join the party."
Melody hugged them both, kissing Rudy's cheek. She was lucky to have them.
...
"How's the decorations coming, Max?"
Max turned to the voice in question, seeing that it was his sister talking to him. May, Drew, Harley, Solidad, and him were helping Ms. Ketchum decorate.
Max reported, "So far so good. Treecko and I are getting the balloons set."
Treecko said, "Tree!"
True to his word, there were balloons filled with helium. They had two balloons on each table and two at the entrance. Max turned to his sister.
He asked, "How's it going with you and Drew? Getting the tables set?"
May said, "Yeah with Blaziken and Roserade's help, this is going much faster."
Blaziken said, "Bla!"
Roserade said, "Rose!"
Solidad teased, "I'm surprised Ms. Ketchum didn't ask you for your help with the food, May."
To that, May blushed out of embarrassment.
Harley added, "Oh, come on, hun. You know as well as I do that May would eat more than help."
Solidad giggled when she saw May flush more. Cacturne and Slowbro were helping their trainers too. They were putting up the chairs and more tables. Before May could say anything else, they heard a familiar voice.
"That more sounds like Ash."
Everyone turned, seeing Dawn and Piplup there. With them was Kenny.
"Dawn!" May gushed.
"May!" Dawn gushed right back, hugging the brunette.
"Piplup!" Piplup said, running off to join Blaziken.
Dawn said, "I'm so glad to be here!" She turned to Max and asked, "Is this your brother?"
May answered, "Mhm, that's Max and his Treecko."
Max waved, to which Dawn had eagerly waved back.
Kenny asked, "Is there anything we can do to help?"
Drew told him, "Well, we could use a hand with setting up more tables. Ms. Ketchum said that there were a lot of people coming."
"Hello everyone!"
Everyone turned, seeing Iris and Cilan arriving. They were holding hands.
May smiled, "Hey Iris and Cilan!"
Dawn blinked, "I can't believe it! Are you two together?"
Cilan confirmed, "Yes, we've been together ever since Iris became champion of Unova."
Iris admitted, "What a day it was."
Max asked, "So where's Alder these days anyways?"
Iris answered, "Last I heard that he was taking a much needed break in Kalos."
"I can confirm that."
That's when Serena, Clemont, and Bonnie had arrived.
Harley waved, "Ah, there they are. The Kalos gang."
Solidad replied, "Glad to see you all here."
Serena responded, "Thanks, Solidad. I'm so excited for this party."
Clemont nodded in agreement, "Perhaps we could help, what do you think, Bonnie?" He looked around, seeing that his sister was gone. He asked, "Bonnie...?"
Serena tapped on his shoulder. Clemont looked at her and saw that she was pointing. That's when he looked, sweatdropping as he did. Bonnie was near May, Solidad, and Dawn. She was going to go over to Iris too but saw that she was holding hands with Cilan. She bent down to the three of them.
Bonnie gushed, "Would any of you beautiful ladies be interested in dating my brother...?"
Before Clemont could react, Max did. He pulled Bonnie by her ear.
He said, "Good grief, you are worse than Brock!"
Everyone sweatdropped, Clemont was ever so grateful to Max.

Starting at gen 1 and ending at gen 9, under the read more -
Mewtwo - "I have heard about this one. The cloned creature that was created in a laboratory on an island in the...Kanto region...I think. One wonders about what happened after it was released. What did it do? What were its thoughts about its creators, and about being a clone? What powers does it possess? This does pique my curiosity to no end. I wonder if and when I can get to meet one. I just hope that, if I do, it doesn't see me as a threat..."
Articuno, Moltres, Zapdos - "...to be honest, these ones scare me, mostly due to them being massive powerful birds. One of them being an Ice-type and one of them being Fire doesn't really help either... I am curious about finding out what they do as powerful forces of nature, though. I'll find a way to look into that as soon as I can go back to the academy library."
Suicune, Entei, Raikou - "I'll go through these one by one. The Fire-type is another one that scares me. Then again, I can say that about most Fire-types that I come across. The Electric one..." (increasing judgmental glare) "...I have no comment about..." (glare subsides) "...and the Water one..." (he looks at the picture, then quietly turns it face down) "...I don't want to talk about it..."
Lugia, Ho-Oh - "The first one is...an enigma... At first, I didn't know how it was able to stay airborne, but after I saw that I was a Psychic-type, I began to understand it more. This one is also said to be the 'master of the elemental birds' too...which I hope is mentioned in any books that I find about them. The giant phoenix...is yet another powerful being that scares me. If I find one, I'm keeping my distance..."
Regirock/ice/steel - (he casts his intense glare on the nearest 'UN UN UN' meme, which stops when he sighs) "They're known as the elemental golems of the Hoenn region, which requires some specific Pokemon, alongside some knowledge of...Braille? ...in order to encounter them? If I see them, I have the feeling that the Rock-type would be afraid, the Ice-type would see me as a threat, and the Steel-type wouldn't have much of a reaction."
Groudon, Kyogre - "The Hoenn region's gigantic personifications of land and sea. They are also known to get into fights whenever they meet too...which I think would be heavily in the Water-type's favor every time. I hope that, if they decide to stride upon the surface of Paldea, that they don't decide to do that. Both would have me to answer to if they do..."
Rayquaza - "There is...very little that I can say about this one that doesn't equate to 'giant scary flying dragon'... ...because that's what it is in my eye. It is...also something that, I imagine, would instantly see me as a threat and try to strike me, which I really don't want to think about...!"
Deoxys - "I...don't know about this one, but I hope that the academy library has info on it, though. I can say that about every one of these powerful creatures. Reading about them is going to be better then getting to encounter them."
Mesprit, Azelf, Uxie - "These are known as the 'Lake Guardians' of the Sinnoh region. These are also among the first that I read about too. They were created by...the sky llama...and represent three different emotions. I would like to get to know them first-hand, but, at the same time, I don't want them to be afraid of me..."
Heatran - "This one scares me. Quite a lot. Apparently, there's very little information about this creature, aside from that it lives in volcanoes and is very protective over a rock...? I hope to never get to encounter one, as I don't think I'll last very long if I do..."
Regigigas - "I have also read about this one. The gigantic being that towed continents with ropes...according to what I've read. It is also the leader of the Hoenn golems too..?" (he puts a vine to where his chin would be if he had one) "...I really need to get more books from the academy library... ...I hope they don't mind if I end up taking out most of them... ...these beings are so very interesting...!"
Palkia, Dialga - "The main duo of legends from Sinnoh. One controls space, and the other controls time. The history teacher sometimes covers this sort of thing in her lessons, and I do manage to listen in when she does. I must tell Ms Raifort that her lessons make me love learning about these god-like entities!"
Cresselia, Darkrai - "From what I have found out, these two entities represent dreams and nightmares. I...don't think I'll encounter them over here, in Paldea, but if I do get to go to their home region, I'll try to do so. They're quite intriguing, to say the least."
Arceus - "..." (he looks away, eye closed) "No comment."
Cobalion, Terrakion, Virizion, Keldeo - "I have heard of this quartet, mostly from academy students that have traveled to here from Unova. They call them 'The Swords of Justice'...which makes me both very curious and quite intimidated. If they ever saw me, I wonder what their reactions would be? The more I think about it, the more anxious I get... ...I'm going to stop thinking about them now..."
Tornadus, Thundurus, Landorus - "This trio scares me. Some of the Unova-native students have told me that they're their region's equivalent to the Ruins...which mainly makes me want to find out how that came to be. Reshiram, Zekrom - "These, from what I've heard, are Unova's main legendaries, and they were also part of a much larger combined entity. Fusion is a topic that I haven't caught up on quite yet, though. I need to look into it more. I am more scared of the first one than the latter...mostly due to it being a big scary Fire-type dragon... ...these are going to be easier to read about than taking chances with an encounter..."
Kyurem - "This...is the one that the first two were fused with to create the combined entity...I think? I haven't read much about this one, nor have I caught any information from the Unova students recently, so my thoughts about it are minuscule at the moment..."
Genesect - "Metal bug..." (he shakes his head) "Mm-mm! I don't like it! Moving on!"
Xerneas, Yveltal - "Some of the Kalosian students have told me about these two. They represent life and death, and, even though one is another powerful Fairy-type, I think that, if I met it, we could learn to be on good terms. The latter...the big bird...I have yet to make up my mind on whether or not I would want to meet it. Both are interesting entities, nonetheless."
Zygarde - "This one... ...I'm not sure if I understand it well enough to form opinions on it... I have read about it, even if the academy library doesn't have that many books on it...and, apparently, it can come apart and become green cells, which can come together and make...a dog...then a snake...then a...I don't know what to call the biggest form that it can take... ...this one confuses me, that's for sure..."
Cosmog, Cosmoem, Solgaleo, Lunala - "This is the first that I've heard about a legendary evolution. The academy has had some new arrivals from Alola recently, which I have been asking about what their home region is like. I want to visit. I sound very nice! ...back on track - this evolutionary line is...confusing. Hopefully I get to see it in action one day. I shall dedicate some time to writing it down if I do."
Necrozma - "This... ...I have seen. It happened one day while I was trying to mend my shrine door. The humans and Pokemon were seen running for any sort of cover, and after I felt the ground start heating up, I dashed inside my shrine and kept myself pressed as much I could against the back wall as the searing-hot light crept across the floor. When the light receded, I went outside and saw that the region was burning. The first thing I did was put on my assistance gear and rush to Mesagoza to help those that needed it." (he goes quiet for a few seconds) "I...hope that an event like that never happens again."
Tapu Koko, Lele, Bulu, Fini - "Alolan students frequently tell me about this quartet of interesting entities. They guard over the islands of that region, and they're compared to me and the other Ruins. If I can, I'll ask if there's a way to see them. I would like to do so...but only after they get to know that I'm not a threat..."
Ultra Beasts - "Unique beings from other worlds that come to this one through wormholes... ...at least that's what one of the teachers tells me... From what I can tell, they're quite frightening in their own ways, but, at the same time, they're intriguing to no end. I must find more information on these creatures. I wonder if the academy has a computer room I could spend some time in..."
Zacian, Zamazenta - "I have heard about these two from Chester. He talks about them a lot whenever asked, which is fitting, since he's from the same region that they're from. Chester has described them to me, and, from what he has said, the one that carries the sword is more frightening than the one that carries the shield. I don't want to meet them, though... ...I wouldn't last very long if I did..."
Eternatus - "I...don't understand this one... Once again, I got information about this entity from Chester, and he has said about it being a skeletal dragon that has been the cause of something called 'The Darkest Day' in Galar...and that it has a connection to something called 'dynamaxing'...? To be honest, I'm more interested in finding out about what that does than the legendary itself. I must ask more questions to Chester about that. I also wonder if I have enough room on my tablets for all of the things that he'll say to me..."
Spectrier, Glastrier - "From what I can make out, these two are steeds of an ancient Galarian king...? I have had some horrible run-ins with royalty, so I don't talk about that subject often, but I am curious about these two steeds and the one that rode them."
Calyrex - "Chester has told me that this was the ancient Galarian king, and that he brought bountiful harvests to the more colder parts of the region. I am unsure if this is a Pokemon or a person, though... ...I hope that the library has more information on him. I also hope that he wasn't as bad as the tyrant that once ruled Paldea...!"
Mythicals - "I know very little about these entities. Some have said that they're god-like, while others have described them as 'adorable'. I do want to find out more, but I'm unsure about where to look. I have asked at the academy library, but they don't have that many books on them. I hope that I do get to find out more about them, as they're among the ones that have piqued my curiosity the most."

Let's Go Johto Concepts
I figure since I potentially only have a month left to share these, I might as well share my concepts for what the original characters to a Let's Go Johto could potentially be. If someone wants to draw them, I wouldn't say no, but I really don't expect that to happen.
Kenny: The male player character, whose name comes from "kin," meaning "gold" in Japanese. Blond with brown eyes, wears a red-and-yellow sweatshirt, black pants, and a red-and-yellow hat. Basically styled after a Fast Ball. Depending on the version, he receives an Elekid or a Magby. As an NPC, however, he starts with a Tyrogue, which ultimately becomes a Hitmontop.
Ginny: The female player character, with her name coming from "gin," meaning "silver." Ash-colored pigtailed hair and gray eyes, she wears a red jacket, black shirt, and blue overalls. Her hat is a teal skull cap with a small red bow. Once again, her starter is Elekid or Magby depending on the version, but Tyrogue/Hitmontop as an NPC.
Final Team (Either): Hitmontop/Bellossom/Mega Beedrill/Kingdra/Raichu/Houndoom
Russ: The friendly rival of the game, with his name coming from "rust." Spiky orange hair and green eyes, he wears a black t-shirt and brown pants. He's confident in his friendship with his Eevee, but he unknowingly forces his ideals of strength on it and his other Pokemon, and so it doesn't evolve until some time after a devastating loss to Silver, at which point it becomes an Umbreon. Aside from that, he adopts Professor Elm's Magby/Elekid into his team after it escapes the lab to follow its counterpart.
Final Team: Umbreon/Magmar or Electabuzz/Ampharos or Arcanine/Crobat/Blissey/Mega Alakazam
Suzu: The antagonistic rival of the game, and the first Trainer the player battles, her name literally means "bell." Blue hair in a hime-style cut, wearing a school uniform-style outfit. An apprentice Kimono Girl, she thinks herself destined to bring the Legendary Pokemon back to Ecruteak, and refuses to believe they could be the one to do it instead. She uses an Eevee as her main battler, which evolves into Espeon over the course of the game.
Final Team: Espeon/Ninetales/Magneton/Noctowl/Donphan/Mega Gengar
Aside from that, you encounter Raikou or Entei upon leaving Mr. Pokemon's house, causing Togepi to hatch right away. Togepi is a Partner Pokemon, with increased stats, and is scripted to evolve in a brief cutscene just before fighting Archer. The Pokemon recognizes you at the Burned Tower, causing Suicune to become interested in you too, and ultimately the last Beast. You catch Raikou/Entei at the Bell Tower, Suicune on Route 25, and Entei/Raikou roams Johto once it escapes the Burned Tower, but its cry sounds out once you enter the route it's currently on (accompanied by a "!" over the player's head), and all you have to do is get it to spawn.
Catching all three Legendary Beasts and showing them to Suzu earns you the Rainbow Wing, which you can of course use to encounter Ho-oh. Just as in Crystal, the old man in Pewter gives you the Silver Wing, unlocking Lugia.
Russ battles you in New Bark Town after he adds the runaway Pokemon to his team, Azalea Town after beating Bugsy, the Burned Tower upon entering for the first time, Goldenrod Tunnel after entering the Warehouse, Victory Road at the very end, and Mt. Moon upon entering. After that, he can be rematched at Indigo Plateau.
Suzu battles you in Cherrygrove City on the way back from Mr. Pokemon's house, Azalea Town after Team Rocket is defeated, Ecruteak City after beating the Rocket harassing the Kimono Girl, Goldenrod Tunnel before unlocking the Warehouse door, Bellchime Trail after catching Raikou/Entei, and Cerulean City after catching Suicune. After that, she can be rematched in the Ecruteak Theater.
Effectively, Silver's battles are divided up between Russ and Suzu, but Silver himself plays a role in the story. He's generally the one to teach the player's Togepi/Togetic Secret Techniques, namely Chop Down, Sea Skim, and Whirl Ride (the replacement for Whirlpool). Chuck's wife gives the player a Sky Dash machine, the toughness-obsesed Sailor in Olivine's Cafe teaches Strong Push, the Elder of course teaches you Light Up, you get taught Break Rocks (Rock Smash) after catching Sudowoodo, the guy in Ilex Forest teaches Ram Head (Headbutt), and Silver teaches you Falls Climb (Waterfall) once you reach Tohjo falls, but not before you defeat him in a battle.
Lyra reprises her role as your neighbor and the Day-Care Couple's granddaughter. Her role is largely the same as in HGSS, but you can battle her once per day on Route 34 after defeating Blue. Kris appears with Professor Oak at Mr. Pokemon's house, and after getting permission to go to Mt. Silver, she arrives back at Oak's lab, where she can be challenged once per day. You have to defeat her at least once to unlock Ethan, who can then be fought at the base of Mt. Silver, after which he tells you about Red, whom he's apparently been training with.
Green guards the entrance to Cerulean Cave, as well as the recently released Mewtwo, who she reveals saved the people and Pokemon on Cinnabar Island a year ago. She battles you with her team from LGPE.
Blue is of course the Viridian Gym Leader, battling you with his LGPE team.
Chase and Elaine can be battled in Pallet Town. Chase uses Pikachu, the Kanto starters, Hitmonlee, and Kabutops, while Elaine uses Eevee, the Kanto Eeveelutions, Hitmonchan, and Omastar.
Trace can be found in Lavender Town, helping out Mr. Fuji. He uses his Let's Go Eevee team, meaning Raichu, because Elaine is using Jolteon as part of her team.
Red is atop Mt. Silver, just like always. Like Blue and Green, he reprises his LGPE team.

Muses I'd like to pick up again one day:
Lusamine (Pokémon Sun & Moon) I wrote her very briefly for my AU back in 2017-- she was very uh, Alexia Ashford from RE meets Ragyo Kiryuin from KILL la KILL.
Akira Fudo (Devilman Crybaby) Another muse I wrote briefly on Discord during the great depression, so I never fleshed him out.
Legato Bluesummers (Trigun Maximum) my absolute fucking dude, I used to write him on @/enigmaticdisciple, and now that Trigun Stampede exists, I'd love to subject people to him again.
Seto Kaiba (Yu-Gi-Oh!) Screw the rules I have money. I wrote him on GaiaOnline.
Muses I've never written, but look like I'd have fun with:
Bowser (Super Mario Bros.) He's my original favorite Nintendo character and spawned a lot of my love for charismatic, silly villains.
The Rocket grunt that hung out at Nugget Bridge (Pokémon Red & Blue). Only because I think he'd make a funny OC.
Lugia (Accurate to Pokémon 2000). I know. Everyone has written Lugia. But I feel like I have some concepts to make the beast of the sea SUPER chthonic and Subnautica-style scary.

I'm definitely going to regret this post, but Lugia, is not the leader of the Kantonian birds. THAT IS A MOVIE EXPERIENCE.
Ingame, Lugia has no relation to Articuno, Zapdos, and Moltres hence it shouldn't count as a Trio Master.
Indirectly yes the cause of the Legendary Beasts was done by the storm it caused by mistake on that lightning strike, but Lugia must've felt horrible after that and feels responsible to not interact near humans.
" It is said that it quietly spends its time deep at the bottom of the sea because its powers are too strong." - Pokemon Gold dex description.
but here's an interesting description " It has an incredible ability to calm raging storms. It is said that Lugia appears when storms start." - Crystal.
A few theories I've seen being thrown around before was that " Lugia did it as an accident." or " Lugia and Ho-Oh fought one another."
People even stating that Lugia is dangerous and unpredictable but it really shouldn't be treated as such.
But notice how the people of Ecruteak City doesn't necessarily blame Lugia? Let alone mention it? Only on a few occasions where it does get mentioned or referred it doesn't seem as negative. Yes they may assume or call it fierce or strong but it's not it's being seen by players as a destructive force, yes the Dex descriptions made it that way, but its not in the story.
Meaning they knew what really happened as it was written down at the time. The Pokedex just write what it "see's or was written" reminder, computers are not always smart and sometimes copy paste the same information but gets it wrong.

Ho-oh guardian of the skies, roosts on the Bell Tower.
Lugia Guardian of the Seas, roosts on the Brass Tower *then* / now is the Burned Tower.
A lightning storm disturbed Lugia, the lightning struck the tower thus causing a fire. Lugia had attempted to blow away the flames but it would've spread, thus Lugia wanted the rain. The flames was extinguished. Lugia had left, in the morning hiding in the Whirl Islands. Awaiting for the day it returns to Ecruteak City.
Lugia being seen here, is shown as it did absolutely nothing to the tower Lugia was mostly resting and then suddenly alarmed by a storm thus it was a call to action.
I think it only left because it still feels grief about the 3 animals in the tower, yes the Beasts are still in the Tower as a reminder of their past that once was they seem to be guardians to both the Bell and Burned Towers after Ho-Oh ressurrected them to be Entei, Raikou and Suicune.
So really Lugia should be considered the indirect start of the Legendary beasts, while Ho-Oh is the one who brought them back.
If we ever get a Legends Johto, let us at least worship both Lugia and Ho-Oh, and explore their towers. Maybe let us pay tribute to them like oh my god let us even visit Celebi's shrine, let us leave offerings, if we leave enough offerings to Lugia, Ho-Oh, and Celebi what if we have a chance to create a traditional dance for all 3. I know I'm throwing Celebi into this, but I don't know I just wanna see a Celebi traditional dance. Lugia has the waves with silver feathers, Ho-Oh has autumn leaves. Celebi should have maybe a sparkly diamond with maybe cyan leaves theme like effect to represent that it's a Time Pokemon Guardian of the Forest.
It's not a Third Legendary, as it's a Mythical but Celebi should be represented with Lugia and Ho-Oh. Showing us that Lugia is not the cause, but the guardian that didn't manage to stop a storm that happened suddenly. The storm was an inconvenience Lugia was not the one to blame.
